The Council also suggested developing an appointment-based system for refuse drop-off providing real-time information on waiting times and bin availability improving drop-off signage expanding the range of accepted waste materials developing more efficient procedures to change out collection bins incorporating turnarounds and bypass lanes to improve traffic flow and expanding householder drop-off hours at the Keehi Transfer Station. The installations follow a set of recommendations contained in the Honolulu City Council’s Resolution 20-292, which was prompted by public complaints of limited hours, long lines and congestion at public dumps. The public can access any of the 24/7 streaming links at ENV’s Waste Drop-Off Locations page. The department plans to install cameras at the Laie, Wahiawa and Waimanalo facilities soon. They're open to commercial waste haulers and residents from 10:00 AM to 6:00 PM Monday through Friday, 7 AM to 6 PM Saturdays, Closed Sundays. In June, similar cameras were installed at the Waipahu and Waianae convenience centers. Keehi Transfer Station is located on Middle Street with their entrance just under the H1 highway near TheBus depot in Kalihi. This is the third camera to be installed at a city refuse facility.
